Since May 2005, paid parking in the municipality of La Spezia has been under the control of traffic auxiliaries appointed by the mayor in application of Article 17, paragraph 132 of Law 127/97.

 

The traffic auxiliaries have completed a course of theory and practice, including classroom lessons and joint street duties with municipal police officers as well as direct contact with shift supervisors and individual auxiliaries.

The following traditional forms of payment are available:

- Inserting coins in the parking meter.

-  Monthly subscription of:

 

·         € 40 valid in the ”red – yellow - green” zones

 

·         € 35 valid in the “yellow - green” zones

 

·         € 30 valid in the “green” zone

 

- Purchase of parking "scratch cards” to be used as required.

 

- Deferred supplementary payments as reported below.

 

- Purchase of an ordinary monthly subscription of € 40.00 valid in all payment zones except:

 

 

- zones reserved for residents

 

- limited period parking zones

 

- residential zones identified by the letters B, C and BC.

 

 

 

Monthly subscription for owners of rail passes at a cost of € 10.33 valid for parking in residential zone A, excluding the area between V. Dello Zampino, the railway boundary, Via XXVII Marzo, Via Spallanzani and Via Fiume, and the area between Viale Aldo Ferrari and the railway boundary. This permit is issued after filling-in the relevant form reporting the details of the rail pass and presentation of the same.

 

Conditions of use

 

The subscriptions represent estimated discounts and do not give the right to a parking space where this is not available. The parking meter is operated by inserting coins or a magnetic card starting from a minimum of € 0.25 with the issue of a receipt indicating the permitted parking period, in proportion to the hourly rate in force, starting from the moment of issue.

 

The “parking scratch card” ticket must be validated by scratching away the silver foil over the rectangles relating to the year, month, day and time of the start of the parking period. This allows the vehicle to be parked for the time period corresponding to the value of the ticket at the tariff applied at the car park and reported on the information board.

 

If the vehicle is to be parked for a longer period, more than one scratch card ticket must be used, up to the total amount corresponding to the duration of the stay. In this case, for each subsequent ticket, the start time displayed must be the same as the end time of the preceding ticket.

 

The ordinary monthly subscription must be validated by scratching away the silver foil over the rectangles relating to the year, month and day. Parking, in this case, is allowed for a month (e.g. if 28th March, 2007 is scratched, parking is permitted until 27th April, 2007).

 

DISPLAYING THE PARKING PERMITS

 

The parking permits, correctly activated where necessary, must be displayed inside the vehicle on the driver's side either on the dashboard or on the windscreen and must be clearly visible from the outside.

DEFERRED SUPPLEMENTARY PAYMENTS

 

In car parks without a maximum stay limit, it is possible to use a deferred supplementary payment, which extends the parking time limit indicated on the parking meter receipt or "parking scratch card" by not more than 2 hours.

 

In car parks with a maximum stay limit, it is possible to use a deferred supplementary payment, which extends the parking time indicated on the parking meter receipt or "parking scratch card" for a time period up to the maximum stay limit.

 

A parking time extended beyond the limit specified is subject to a "special tariff" that is higher than the normal rate. This is in order to limit its use to cases of real need and at the same time avoid possible abuse of the system that could paralyse the necessary control system.

1) At the offices of ATC Spa, Piazza Chiodo 9 Monday to Saturday, times: 07:00 – 13:30, 14:45 – 19:30

 

2) At the offices of ATC Mobilità e Parcheggi S.p.A. in Via Saffi 3

 

Monday to Friday, times: 09:00 – 12:00, 15:00 – 17:00.  Saturday: 09:00 – 12:00

 

3) At the offices of the Municipal Police "Corpo di Polizia Municipale" in Via La Marmora 18

 

Times 08:00 – 12:30 Monday to Saturday. 14:00 – 19:00 Monday to Friday

 

4) Post Office payment transfer slip: c/c no. 63868921, made out to:

 

Società ATC Mobilità e Parcheggi S.p.A. indicating the Notice number and the vehicle registration number.

PASS ISSUE

 

 

1. "Ordinary" Resident's Pass:

Persons resident in the payment zone are entitled to a maximum number of two passes for vehicles owned by them or registered in their name (under leasing, usufruct and hire purchase arrangements).

The entitlement is withdrawn or reduced in the case of ownership/availability of car spaces in a private location in the zone of residence.

 

2. "Special" Resident's Pass:

Persons resident in the payment zones who do not have a vehicle registered to them but do have exclusive use of a vehicle registered with a company, sole-proprietor business, spouse or family member up to the third degree of kinship, are entitled to a special pass for the said vehicle, provided they are in possession of a valid driving licence and are not owners of or have car spaces available in a private location in the zone of residence.

 

3. Resident Pass:

Persons owning a “second home” or who, for any other reason (e.g. tenancy), have the exclusive use of civil dwellings in the payment zones are entitled to a maximum of two passes for vehicles owned or registered in their name (under lease, usufruct or hire purchase).

The entitlement is withdrawn or reduced in the case of ownership/availability of car spaces in a private location in the same zone.

Persons domiciled with family members or others in the payment zones, if resident outside the payment zone, who can demonstrate their situation with a declaration, together with a receipt issued by the Police Authorities certifying notification by the host, as required by law, proving the effective use of the address by the applicant, are entitled to a pass for the vehicle owned or registered in their name (under lease, usufruct or hire purchase).

The entitlement is withdrawn in the case of ownership/availability of a car space in a private location in the same zone.

 

4. Replacement Pass:

Available in the case of a change of residence to another payment zone, change in vehicle registration, loss, deterioration or destruction of the pass.

 

"ORDINARY" RESIDENT'S PASS

"Ordinary" Resident's Pass:

Persons resident in the payment zone are entitled to a maximum of two passes for vehicles owned by them or registered in their name (under leasing, usufruct or hire purchase arrangements).

1) Payment of:

€ 10.00 per year for the first vehicle

€ 70.00 per year for the second vehicle

to be made at:   

·         Poste Italiane (Italian Post Office) c/c  92633320   made out to ATC Mobilità e Parcheggi S.p.A.

·         Our offices by bank debit card connected to the pagobancomat system only.

·         City Treasury Office Banca Carige.

 

2) Substitutive notarial deed declaration (using the form downloadable from the Internet or provided by our offices).

 

3) Non-authenticated copy of an identity document of the person signing the substitutive declaration in point 2).

 

4) Copy of the registration document of the vehicle concerned.

 

The lump sum annual payment made each calendar year is for a full year, including where the pass is issued or returned during the year.

  

WARNING

 The issued pass must be displayed inside the vehicle on the driver's side dashboard, or on the windscreen, and must be clearly visible from outside the vehicle (fines payable range from € 22 to € 88 as provided for by Article 7 paragraph 15 of the Italian Highway Code in the case of non-observance of this requirement).

 The pass must be returned within 10 days if any of the requirements satisfied at the time of issue is no longer met (fines payable range from € 25 to € 500 as provided for by Article 7 bis of Law Decree No 267 of 18/08/2000 in the case of non-observance of this requirement).

 

"SPECIAL" RESIDENT'S PASS

 Persons resident in the payment zones not owning vehicles registered to them but having exclusive use of a vehicle registered with a company, sole-proprietor business, spouse or family member up to the third degree of kinship, are entitled to a pass for the said vehicle, provided they are in possession of a valid driving licence and are not owners of or have car spaces available in a private location in the zone of residence.

 Documents necessary for obtaining the pass:

 

1) Payment of an annual sum of € 10.00 (where the applicant does not have other passes in his name), otherwise an annual sum of € 50.00 is payable.

Payments to be made at:   

·         Poste Italiane (Italian Post Office) c/c  92633320  made out to ATC Mobilità e Parcheggi S.p.A.

·         Our offices by bank debit card connected to the pagobancomat system only.

·         City Treasury Office Banca Carige.

 

2) Substitutive notarial deed declaration (using the form downloadable from the Internet or provided by our offices).

3) Non-authenticated copy of an identity document for the person signing the substitutive declaration in point 2).

4) Copy of the registration document for the vehicle concerned.

5) Photocopy of the tenancy agreement or letterhead of a services/utility bill (Acam, Enel, Telecom,) for the apartment in sole use, or a declaration, together with a receipt issued by the Police Authorities certifying the notification by the host, as required by law, proving the address of the applicant.

 

The pass is valid for four months from the date of issue. The full payment is due including where the pass is returned prior to its expiry.

 

 Special cases:

 

It is also possible to issue "Resident" type passes to:

- General practitioners operating within the national health service “in the payment zone” where the practice is located.

- Owners of driving schools with offices in the payment zones, for all the vehicles authorised for driving lessons and duly marked with "scuola guida” (driving school) and the name of the school.

- Owners of hotels: one pass bearing the name of the hotel will be issued for every 10 rooms.

 

The pass will be issued on payment of € 52.00 every four months.

  

RE-ISSUE OF PASSES

 In the case of:

               -Change of residence to another payment zone.

               -Change of vehicle registration number.

               -Loss, theft, deterioration or destruction of the current pass.

Documents necessary for the re-issue of a pass:

1) Lump sum payment of € 10.00 at:

·         Poste Italiane (Italian Post Office) c/c  92633320  made out to ATC Mobilità e Parcheggi S.p.A..

·         Our offices by bank debit card connected to the pagobancomat system only.

·         City Treasury Office Banca Carige.

 

2) Non-authenticated photocopy of an identity document (for a change of residence, a photocopy of the document issued by the local authority)

 

3) Copy of the registration document of the vehicle concerned.

 

4) In the case of a change of vehicle or change of residence to another payment zone, the old pass must be returned.
